History of ComplyTraq

ComplyTraq was formed to serve the growing need for compliance within an industry that is under increasing pressure from state and federal regulators related to FCRA issues.

ComplyTraq began as a joint venture between MicroBilt Corporation, the premier provider of decision critical data, and consumer credit industry compliance veteran and attorney, Oscar Marquis, Esq. Together, we provide compliance, credentialing, and training services to the credit and data industries. Oscar Marquis, who worked at Trans Union for almost 25 years with 15 years as General Counsel, is the founding partner at Oscar Marquis & Associates, law firm.

MicroBilt Corporation has served the credit industry since 1978 offering data access most recently through their flagship website at www.MicroBilt.com. MicroBilt’s experience in compliance verification including onsite and virtual inspections, audit procedures and the requirements of the FCRA, GLBA, DPPA and credit bureau combined with Marquis’ knowledge and expertise - makes ComplyTraq a comprehensive resource for compliance guidance.

Marquis provides consulting services for ComplyTraq. He is an expert on privacy and fair information practices, including the development of company policies governing the use and distribution of public and non-public data and the use of customer information. He has participated on behalf of clients with self-regulatory organizations, represented information services companies and users of consumer information before various regulatory agencies. Mr. Marquis has also participated in state and federal hearings on privacy topics, and helped with the development and implementation of procedures for compliance with laws such as the Gramm-Leach-Bliley financial privacy regulations, the EU Data Protection Directive, the Fair Debt Collection Practices Act and the Fair Credit Reporting Act. He has also worked with financial institutions and their compliance with state and federal credit and collection laws.

oscar marquis

Prior to forming Oscar Marquis & Associates, Mr. Marquis served as General Counsel of Trans Union LLC, one of the three national consumer credit bureaus, for almost 25 years. At Trans Union, Mr. Marquis was responsible for all of the company's legal, government and public affairs. He served on the company's executive council and participated in all major strategic decisions and business initiatives. Mr. Marquis is based in Chicago, Illinois.

In January 2001, Mr. Marquis was one of ten people appointed to three-year terms on the Federal Reserve Board's Consumer Advisory Council. The Council advised the Board on the exercise of its responsibilities under the Consumer Credit Protection Act and on other matters in the area of consumer financial services.

Mr. Marquis is a frequent speaker on privacy, credit reporting and other information management topics. He has testified before Congress and the legislatures of many states on privacy and credit reporting issues, and he has appeared on CNN and other television and radio programs.
